Google's AdSense program is an excellent way to create a decent passive income with low setup costs. The program itself is free to join -- all you'll need is a website and there is free web hosting available.

There are ways that you can identify lucrative keywords (high paying keywords - CPC = cost per click) and build sites for them, but it's a competitive field and not really 'passive income'. A site with regularly updated content is, as long as you leave a lot of the work to other people.

Crowd-sourcing

You've heard of outsourcing. Crowd-sourcing is when you leave the creation of content to users. Opinion does that by allowing visitors to create and suggest polls. My work, therefore, is essentially checking the submitted polls and letting them through - it takes five minutes per week, at most.

Incentive

Make sure that people have a reason to click ads. You're not allowed to tell them, but if they're researching a product or curious, it will encourage them. On Opinion, people click ads because they are interested in what they're saying.

Ad placement

Google AdSense allows you to track clicks using Channels - use these to identify which ads are proving to be the most successful. Use them to determine which colours and placements are most successful. For example, I use some backend functions to present one option to 50% of people and another to the rest, and then track which one works best. Through a process of elimination, you can learn what approach works best for your site.
